An experienced chief of party (COP), Thelma Khelghati has implemented complex education programs in both formal and informal sectors in Africa. She has expertise in early grade reading, teacher training, and curriculum and materials development, as well as basic education and workforce development for out-of-school youth.

Khelghati has led several multi-million dollar, USAID-funded projects focusing on teacher training, early grade reading, and building the capacities of youth. She has been EDC’s COP in Mali since 2008, working to improve access to quality education for children and for rural out-of-school youth. She has also implemented interactive audio instruction programs in Mali and Guinea.

Khelghati holds an MA in education and a Certificate of Advanced Graduate Study in educational leadership and management from Fitchburg State College. She is fluent in French.

“My goal is to ensure that children in the early grades in public and community schools in Africa learn to read and write. It’s the foundation of their future success in school and a question of justice.”
