Julie Boutwell, EDC project director, has extensive knowledge of child development, community-based child-care center operations and management, quality improvement systems, and early childhood education advocacy. She is also experienced in leading strategic planning processes and managing state and federal grants.

Boutwell, past president of the Rhode Island Association for the Education of Young Children, is a member of EDC’s Rhode Island Center for Early Learning Professionals team. Currently, she oversees a Rhode Island Department of Education contract to build the capacity of state-funded pre-K grantees.

Prior to EDC, Boutwell served as the vice president of education and the chief education officer for The Children’s Workshop. In these executive team roles, she oversaw the organization’s professional development and quality improvement initiatives and built strong partnerships with internal and external stakeholders. She has worked as an adjunct faculty member at the Community College of Rhode Island and was an early childhood school director in Rhode Island and Massachusetts.

Boutwell holds a BA in Psychology and an EdM in Elementary Education from Boston University.
