Elizabeth Bicio is a national expert in early childhood systems integration and infant and early childhood mental health consultation (IECMHC). She leads the development, implementation, and scaling of methods that enhance outcomes for young children by improving the quality, coordination, and impact of early childhood services. She has made significant contributions to the field of IECMHC related to evidence base, cost efficiencies, workforce development, and national competencies.

In her leadership of the National Center of Excellence for IECMHC, Bicio has built the capacity of states, tribes, and communities to use IECMHC to promote mental health and school readiness.  Before joining EDC, Bicio designed and led Connecticut’s Early Childhood Consultation Partnership, the only IECMHC program in the nation with proven effectiveness established through rigorous research.

Bicio is the lead author of Solid Ground: A Resource for Early Childhood Mental Health Consultation and developed numerous tools in the IECMHC Toolbox.

A licensed clinical social worker, Bicio holds an MSW from the University of Connecticut (UConn) School of Social Work and a BS in Special Education from UConn.
