Challenge

Indonesia’s education system faces many challenges, including low public funding, low completion rates among students, a lack of high-quality training for educators, and inadequate capacity among local governments to manage a decentralized education system. EDC supported teacher training and reform efforts in Indonesia through the USAID Prioritizing Reform, Innovation, and Opportunities for Reaching Indonesia’s Teachers, Administrators, and Students (USAID PRIORITAS) project. Implemented by RTI International and EDC, USAID PRIORITAS worked with national and local partners to expand access to quality basic education with an emphasis on early grade reading, science, and mathematics and school-based management.

Key Activities

Under USAID PRIORITAS, EDC worked to provide quality training programs for both teachers in training and teachers currently working in primary and junior secondary schools. The project:

  • Built capacity to improve teacher education programs in both pre- and in-service training
  • Supported the development of training curricula and the availability of teacher education resource facilities and materials
  • Built links between teacher training institutes (TTIs) and schools
  • Strengthened coordination between all levels of the Government of Indonesia (GOI) and key education institutions
  • Supported TTIs to develop their role in providing in-service training programs to districts
  • Co-hosted visits to U.S. schools for high-level officials from the GOI and leaders of TTIs to observe effective practices and discuss successful strategies with U.S. educators and officials

Impact

  • Developed 16 core training modules and associated materials
  • Trained more than 1,280 lecturers from 48 TTIs in teaching methodologies
  • Trained more than 3,100 facilitators from 96 districts
  • Trained more than 4,200 school principals, committee members, and other government officials from over 1,270 district and TTI partner schools in school-based management and community participation
  • Trained nearly 9,500 teachers from partner schools in active and contextual teaching and learning, benefiting 390,000 students in those schools
