Brenda Bell designs and implements alternative basic education, literacy, and work readiness programs around the world. She has expertise in policy reform, education improvement in formal and nonformal systems, development and implementation of content standards, assessments, and program monitoring and evaluation.
Bell has supported EDC’s workforce and basic education efforts in the Philippines, Timor Leste, Yemen, Rwanda, Liberia, Jordan, Ethiopia, Kosovo, and Afghanistan. She was also instrumental in the design of Work Ready Now! and Read Right Now!, EDC’s workforce development and reading approaches. Her work is distinguished by a focus on sustainability and a track record of helping ministries of education implement evidence-based alternative basic education policies and educator professional development programs that impact thousands of learners. She manages the implementation and further development of EDC’s electronic Out of School Literacy Assessment (eOLA), a measurement and reporting tool currently used in Liberia, Mali, Guyana, and Ethiopia.
Bell holds an MS in adult education from the University of Tennessee.
