EDC Announces New Leadership Appointments

WALTHAM, MA | As one of the first public actions of his tenure, EDC President David Offensend has announced the promotion of five employees to leadership positions. Each was selected for demonstrated skill in his or her field and for key contributions to EDC and its future.

Steve Anzalone

Steve Anzalone has been promoted to senior vice president. He is a co-leader of the strategic direction of EDC’s international development work focusing on basic education, youth and workforce development, and health. Anzalone has worked in international development for 45 years—about half that time with EDC. Much of his career has involved activities in the area of using educational technology and distance education to improve basic education in developing countries. During the past 15 years, Anzalone’s focus has been on managing EDC’s portfolio of work in Asia. Anzalone serves on the board of the Basic Education Coalition. He holds an EdD in adult literacy and nonformal education from the University of Massachusetts.

Nancy Devine

Nancy Devine has been promoted to senior vice president. She is a co-leader with Anzalone of EDC’s international development work, which spans more than 20 countries. Devine has more than 30 years of experience in leadership positions with nonprofit organizations working in education and youth development in the United States, Africa, and Asia. With fellow colleagues, she co-founded the Basic Education and Literacy Team and oversees EDC’s portfolio of work in West and Central Africa. She lived in West Africa for 10 years developing programs for increasing civic engagement to improve education quality and develop the capacity of local organizations. Devine was recently selected to co-chair the Alliance for International Youth Development. She holds a BA from Duke University.

The following staff have been promoted to vice president:

Chelsey Goddard

Chelsey Goddard leads the Center for the Application of Prevention Technologies (CAPT), EDC’s single largest program, which serves substance abuse prevention practitioners across the United States. Under her direction, the CAPT is responsible for designing, implementing, and evaluating evidence-based, culturally relevant, and sustainable prevention activities. In 2014, the program delivered workforce training to over 9,000 practitioners and technical assistance services to more than 6,500 people. Goddard holds an MPH from the University of Michigan and is currently a Fellow in the Leadership Education in Neurodevelopmental and Related Disabilities program at the Institute for Community Inclusion at Boston Children’s Hospital.

Bradley Karlin

Bradley Karlin leads EDC’s work to improve mental health and dementia care for older adults. Prior to EDC, he was at the Department of Veterans Affairs (VA) where he developed and oversaw the nation’s largest dissemination of evidence-based psychotherapies and transformed geriatric mental health services. Karlin is currently engaged in a project with the VA to promote patient engagement and shared decision making, work with a large health care plan to disseminate evidence-based psychotherapies, and a project with an aging services provider to improve dementia care. Board-certified in geropsychology, Karlin is a fellow of the American Psychological Association and president of the Society of Clinical Psychology. He holds a PhD in clinical psychology from Texas A&M University and completed a clinical internship and postdoctoral fellowship in geropsychology.

Jill Weber

Jill Weber leads EDC’s Research, Evaluation, and Policy unit. Her work supports education policymakers and practitioners who want to improve achievement and reduce performance gaps, a cornerstone of her work in the field for over 25 years. For the past 10 years, Weber has directed the Regional Educational Laboratory Northeast and Islands at EDC, a large-scale, multi-federal contract and one of EDC’s largest programs. Through this program, EDC contributes to education research and the field of teaching and learning. Weber holds an MA in education technology from Harvard University and an MBA with a focus on marketing from the University of Dayton.
