In my experience, since Gebser school districts have not withdrawn from their
efforts to educate on the issue of SH. Of course, it's often driven by the
increased exposure of school districts imposed by the Court on Title VII cases.
But often student training is included in kind of a package approach to the
issue within the school district. It's hard for me to assess the universality
of this approach because the school districts I see are those who are in action
because they are progressive or have been bitten badly for their failures in the
past.
